(New Orleans, LA)  --  Sometimes a levee is useful for something else than just holding back floodwaters.  Late Wednesday morning near New Orleans, two men on board a single-engine Cessna aircraft that experienced engine trouble made an emergency landing on a narrow strip of land adjacent to a levee located three-miles northeast of Chalmette.  The Coast Guard rescued the two uninjured pilots on board the aircraft and transported them to Lakefront Airport.  They were identified as William Evans and Brandon Lefort.

Oil Giant CITGO Pleads Guilty, Fined

(Lake Charles, LA)  --  Delaware-based oil giant CITGO was fined 13-million-dollars yesterday after pleading guilty to the negligent discharge of pollutants into two rivers in Louisiana.  The plea occurred in U.S. District Court in Lake Charles.  The company admitted to failing to maintain storm water tanks and adequate storm water storage capacity at its plant in Sulphur.  As a result, an estimated 53-thousand barrels of oil was discharged into the Indian Marais and Calcasieu Rivers during a heavy rainstorm that occurred between June 19th and 20th of 2006 limiting commercial transportation on the waterways for about ten days.  In addition to the fine, CITGO is being required to take steps so a spill of this type doesn't occur in the future.

Report: Human Aid Organizations Can't Deal With Another Disaster

(Washington, DC)  --  A government agency says major charities are so cash strapped they won't be able to fully address human needs after another catastrophic event.  The "New York Times" is reporting on a newly released analysis from the Government Accountability Office.  The GAO, which does research and analysis for Congress says, quote, "in a worst-case, large-scale disaster, the projected need for mass care services would far exceed the capabilities of these voluntary organizations without government or other assistance."  The report comes at the same time the American Red Cross is asking for 150-million dollars in federal aid to cover the costs of helping victims of hurricanes Gustav and Ike.  The other agencies the report is referring to are the Salvation Army, the Southern Baptist Convention and Catholic Charities.  The GAO report says in a major catastrophe aid organizations will face shortages in shelter capacity and personnel, feeding capabilities and financial resources.  The report recommends FEMA develop an agreement with the Red Cross detailing that charity's responsibilities in a major disaster.

Cameron Parish Recovery
Just three years after taking a severe beating from Hurricane Rita, Cameron Parish was hit even harder last week by Hurricane Ike. Ike's storm surge flooded most of Cameron Parish with five fet or more of
water -- flooding thousands of homes and businesses. State Senator Dan "Blade" Moorish says many constituents he's spoken with in Cameron are talking about leaving the parish forever.

Morrish says homes that were able to elevate and reinforce to new, stronger building codes, weathered Ike OK. However, the majority of homeowners did not have the resources to raise and strengthen their homes. Moorish says he's hope federal aid dollars will partially go to assisting homeowners with elevating.
