Residents Warned Not To Go Through Others' Garbage

(Abbeville, LA)  --  The Vermilion Parish Sheriff's Office has received complaints that people have been rummaging through other people's trash that's been placed by the road for removal following Hurricane Ike. Sheriff Mike Couvillion [[KOO-vee-awn]] says those who fish through others' garbage could face criminal charges. Couvillion says if an individual goes onto another's property and sifts through unwanted belongings, that's grounds for a criminal trespass charge. He says if trash is piled up near the roadway on the shoulder of the road, that's considered state or parish property and there's no expectation of privacy for the individual--therefore, there's no criminal violation if someone goes through that trash.

Hurricanes Outmigration
Could more post-hurricane outmigration from Louisiana mean the loss of a U.S. Congressional seat after the 2010 census? LSU political science professor Robert Hogan says there's a good chance our state
may be forced to go from 7 congressmen, to 6. Though population losses are still most concentrated in New Orleans' 2nd District, it's the state's only majority minority district. He says reapportionment would need to maintain at least one such district in the state.
