Budget Talks State lawmakers will begin their work on transforming the Governor's proposed Executive Budget for next fiscal year this morning, at the State Capitol. House Appropriations Committee chair Jim Fannin, of Jonesboro, says the panel will begin spending three days a week working on the budget BEFORE the session begins April 27th. Fannin's committee is responsible for creating House Bill 1; the budget- -which is hung on the framework created by the Governor's Executive Budget proposal. Fannin says the committee will meet each Tuesday, Wednesday and Thursday between now and the session's start, to get a jump start on a big job. Louisiana faces a revenue shortfall of well over a billion dollars for the fiscal year that starts July 1st. Fannin says his committee will invest the extra time in debating proposed budget cuts, and their merits or problems. He says all planned cuts to the budget will be treated with equal importance.

Hurricane Loans The U.S. Department of Homeland Security is proposing to forgive loans local governments received after the 2005 hurricanes. FEMA provided nearly 1.3-billion dollars in community disaster loans in Louisiana and Mississippi after Katrina and Rita. Congress later authorized FEMA to forgive the loans if certain conditions were met.

Because of State's Economic Growth, Medicaid Budget will Suffer Louisiana's strong post-Katrina economic growth is expected to create a huge shortfall in the state's Medicaid budget in late 2010. Under federal law, poorer states pay a smaller share of Medicaid costs. However, officials say a post-Katrina spike in income will cause the state's federal share to drop.

2 Men Arrested In Connection With A Murder We have new information about the murder at Heymann Park. Lafayette Police have arrested brothers, 26-year-old Ernie and 28-year-old Jamal Paul, both of Lafayette. They face charges of principle to second-degree murder. 28-year-old Johnny Babineaux of Lafayette was shot in the park last night. Cpl. Paul Mouton says they are looking for the accused gunman, believed to be 26-year- old Kenneth Bernard, Jr. of Lafayette. Detectives are asking anyone with information as to the whereabouts of Kenneth Bernard Jr. to contact the Lafayette Police Department or Crime Stoppers at 232-TIPS.

La. Housing Market Better Than the National Average National experts say Louisiana's housing market is far healthier than the national average and could be poised for recovery later this year. National Association of Homebuilders analyst Robert Denk says the main contributor to the nationwide real estate slump is toxic sub-prime mortgages, of which Louisiana had very few.
Denk says the post-Katrina construction boom has helped keep the state's housing market stable during the recession.
