Some lawmakers say they understand the need to protect health care and education from brutal cuts, but wish the Governor would have said sooner that he will NOT approve any bills that dedicate money to specific spending--despite supporting dedication of vehicle sales taxes to road work during his 2nd special session. Jindal says dedications end up hurting health care and education in the lean times.
